Monchromatic or tonal dressing presents an unbroken line.  Sharply contrasting colors top and bottom create a divide which takes the eye horizontally.  When using contrasting colors be sure there is some vertical influence.  If you are wearing a contrasting jacket, be sure the blouse/cami underneath relates to the pant/skirt so there is a relationship between the pieces, not just &quot;blocks&quot; of color.
